How to read a solicitation
A solicitation tells you what the buyer needs, who can respond, what to send, when it is due, and how your response will be judged. You do not have to read it perfectly on the first pass. Start with the parts that answer: should I bid, can I win, and what do I submit?

A capability statement tells buyers what your company does, who you have helped, why you are different, and how to contact you. Keep it short, clear, and easy to scan.
Simple rule
A buyer should understand your services in under 30 seconds. Avoid long paragraphs. Use short bullets and plain language.
Core competencies
What you do best. Example: IT support, training, admin support, compliance reviews, outreach, data entry.
Past performance
Who you have served or what similar work you have done. New business? Use relevant project, corporate, or founder experience.
Differentiators
Why you are a strong choice. Example: fast response time, certified team, niche expertise, local presence, or quality process.
Company data
Include UEI, CAGE if available, NAICS codes, certifications, business size, website, and service area.

Procurement language can sound intimidating, but most terms answer one question: what kind of buying process is this?
RFI, RFQ, RFP, Sources Sought
These describe where the buyer is in the process. RFI and Sources Sought are usually research. RFQ asks for pricing. RFP asks for a fuller proposal.
IDIQ, BPA, Task Order
These are contract vehicles. Think of them as buying channels that let agencies order work faster after the larger agreement is in place.
Set-aside, Sole Source, Full and Open
These tell you who can compete. Set-asides limit competition to certain business types. Full and open means broader competition.
SAM.gov, UEI, CAGE
These are registration and identity terms. SAM.gov is the federal system, UEI identifies your entity, and CAGE is often used for federal awards.
