Procurement Academy
Know what to do before you bid.
Free guidance for first-time contractors: learn how to read solicitations, prepare a capability statement, understand procurement terms, and decide whether you are ready to pursue.
How to read a solicitation
Think of it as the buyer’s instruction packet.
A solicitation tells you what the buyer needs, who can respond, what to send, when it is due, and how your response will be judged. You do not have to read it perfectly on the first pass. Start with the parts that answer: should I bid, can I win, and what do I submit?
Beginner reading order
- 1. Check the deadline first. If it is too soon, do not waste hours reading everything.
- 2. Confirm the set-aside. Make sure your business is allowed to compete.
- 3. Read the work description. Ask, “Can we actually do this work well?”
- 4. Read the instructions. This tells you exactly what files, forms, and format to submit.
- 5. Read the scoring criteria. This shows what the buyer cares about most.
How to submit
Section L
This is the instruction page. It tells you what documents to include, how to organize them, page limits, file names, and where to send the response.
How you get scored
Section M
This tells you what matters most: price, experience, technical approach, past performance, or schedule. Build your response around these priorities.
What work they need
Section C
This explains the actual work, deliverables, standards, schedule, and expectations. This is where you decide if the work fits your business.
Do not miss these
Dates and contacts
Find the due date, question deadline, site visit, amendments, set-aside language, and buyer contact. These details can change, so verify at the source.
Quick rule
If you cannot clearly answer “what do they need, when is it due, what must I submit, and how will they score me,” pause before bidding and ask questions before the question deadline.

Upgrade to Bid Room Agent - $99/monthCapability statement guide
Your one-page business resume.
A capability statement tells buyers what your company does, who you have helped, why you are different, and how to contact you. Keep it short, clear, and easy to scan.
Simple rule
A buyer should understand your services in under 30 seconds. Avoid long paragraphs. Use short bullets and plain language.
Core competencies
What you do best. Example: IT support, training, admin support, compliance reviews, outreach, data entry.
Past performance
Who you have served or what similar work you have done. New business? Use relevant project, corporate, or founder experience.
Differentiators
Why you are a strong choice. Example: fast response time, certified team, niche expertise, local presence, or quality process.
Company data
Include UEI, CAGE if available, NAICS codes, certifications, business size, website, and service area.
Contact information
Make it easy to reach you: name, title, email, phone, website, and business address or city/state.
Fill-in prompt
“We help [type of buyer] with [service] so they can [result]. We are different because [proof, speed, certification, experience, or specialty].”

Upgrade to Bid Room Agent - $99/monthAm I ready to bid?
Use this before spending hours on a bid.
Being “ready” does not mean everything is perfect. It means you have enough basics in place to decide whether a bid is worth your time.
Beginner tip
If three or more boxes are unchecked, use the opportunity for learning first. If most boxes are checked and the work fits, it may be worth a deeper review.

Upgrade to Bid Room Agent - $99/monthProcurement vocabulary
Terms you will see again and again.
Procurement language can sound intimidating, but most terms answer one question: what kind of buying process is this?
RFI, RFQ, RFP, Sources Sought
These describe where the buyer is in the process. RFI and Sources Sought are usually research. RFQ asks for pricing. RFP asks for a fuller proposal.
IDIQ, BPA, Task Order
These are contract vehicles. Think of them as buying channels that let agencies order work faster after the larger agreement is in place.
Set-aside, Sole Source, Full and Open
These tell you who can compete. Set-asides limit competition to certain business types. Full and open means broader competition.
SAM.gov, UEI, CAGE
These are registration and identity terms. SAM.gov is the federal system, UEI identifies your entity, and CAGE is often used for federal awards.
Beginner tip
Do not memorize every acronym. Learn enough to know whether the opportunity is research, pricing, proposal, or a restricted competition.

Upgrade to Bid Room Agent - $99/monthYour first bid
A simple path from “I found one” to “I know what to do next.”
Your first bid does not have to be your first submission. Sometimes the best first win is learning how to decide whether an opportunity deserves your time.
- 1. Verify the opportunity at the source Open the official link and confirm the deadline, buyer, set-aside, amendments, and submission instructions.
- 2. Decide if you are allowed to compete Check certification, business size, NAICS, location, and any special requirements before reading too deeply.
- 3. Read the work and scoring sections Read Section C for the work, Section L for instructions, and Section M for how your response will be judged.
- 4. Make a go / no-go decision Say yes only if the work fits, the deadline is realistic, you can gather the documents, and the opportunity is worth the effort.
- 5. Ask questions before the deadline If anything is unclear, ask before the question deadline. After that, buyers may not respond.
Beginner goal
For your first few opportunities, practice making strong go / no-go decisions. A skipped bad fit can save more time than a rushed weak proposal.
